That doesn't work since Arcana only properly buffs a single B3 unit and also only works with Isabel right now. Technically Trina + Scarlet work with them since Trina also only buffs a single unit and only really works with Scarlet so you could put them both in a team together since you need a 2nd B2 anyway with Arcana being 40sec so that works out pretty well
But using Tove + B2 CDR with Isabel + Arcana seems to do better still
