It's an awkward position for sure. Shinigami are allowed to tell the users about the rules, but it true or false, but are not allowed to show them the official script for the rules, which humans will be unable to read anyway. I think it would have been a lot better if If selling the notebook was always a rule that existed and not some pitiful last minute addition
