Are you sure that's right? I fix similar problems in the opposite way. High number of High weight steps, and then very few low weight steps. I've also found more cartoony styles get stabilized better with a speedup lora. Try using lightx2v on the low pass, 3 steps and 1.1 CFG. Then use 10-20 steps on the high pass.

The low pass is where all the details are filled in, so that's where blurring can get fixed.
