Yeah, I think it's an somewhat overlooked or understated idea that Seifer, despite being mostly coherent, though impulsive or indoctrinated, is actually as broken as Squall when it comes to his childhood obsession.
For Squall we get to see the reason clearly, and there's Quistis' persistent affection for Squall, but other than that there's not much shown that the other orphanage members, including Seifer, really have anything overly wrong with them, unless I am forgetting something.
So Edea(Ultimecia) easily bringing him to the fold by manipulating his attachment to his childhood as opposed to truly seducing him, or something else, does show how that is the case from the get go.
