I added her simply out of fanservice. Outside of Paper Mario himself, Viv is the only notable character of the series with a sizeable fanbase. Once you add Paper Mario, you then feel the need to add M&L Mario and then M&L Luigi and suddenly you have half the roster composed of alternate Marios and powerups. After HW1, the sky was the limit on what another Nintendo musou could do. Once they did FE Warriors, that was it, HW1 was a fluke. Never mind the other two Zelda musous.

Ideally, they would add plenty of fanservice and not worry about mandates or limits or whatever embargo the suits want to enforce. You wouldn't need to hope for DK/Wario/Yoshi Musou, you'd get all that in one package under the Mario brand.
