What's weird is there seems to be a division/heirarchy amongst the NPC's. There are "named" or "quest giver" NPC's you can interact with and who you will routinely run into but the rest don't seem to exist at all outside of interchangeable background information.

Like people have noticed they never see their neighbors bringing in groceries but it's the same idea applied to cities

It's like these people don't exist outside of their apartments and jobs but supposedly the population of my town is 50,000 then you factor in all the fake or empty businesses and office spaces that don't seem to actually do anything. The immigrant population are like ghosts too. They just randomly pop in and vanish at the same time. Even when you factor in shit like homeless, employees or pedestrians you will magically always run into the same people over and over

The entire world feels like a Potemkin Village.
