Blind people do watch TV. A lot of it, actually, because they're generally NEETs. The BBC provides blind narration on their programmes. The main motivator is almost certainly because it lets the BBC extract additional taxes.

The same is true of BBC pidgin. Some British overseas territories do not have English as the official language. They refuse to pay taxes to the crown unless services are provided in an official local language - that being pidgin. BBC pidgin exists for the sole purpose of extracting taxes which they otherwise could not.

Unlike in the UK where the tax is optional (though you get harassed by wagies)... in Germany you HAVE to pay. It's automatically extracted from your income tax, regardless of whether you own a TV or not. However, I'm pretty sure that TV is a "human right" in Germany, because everyone has the right to "political education" [sic]. Does this mean the state will provide you with a TV if you prove you're poor?
