they have zero excuse other than they are attempting to min-max the amount of effort they put in to the amount of money they receive because all video game companies that aren't private like Valve have to appease shareholders which means growth growth GROWTH numbers must go up UP UP. If they make a decision that doesn't make number go up, they get replaced with someone who does. Unfortunately until it hits their bottom line they will not change shit. They will continue to reduce effort until the payout is also reduced below an acceptable number and then they will invest time and effort and money again to retain their cash cow.
