Companies will always hate giving you a complete set because then you don't need to come back for more. It's so obviously a plot
If you get a wave you'll get one short of a complete set so you stick around for wave 2 at least, which will also leave things dangling for 3 and so on.
Get all the Dinozords..but no Dragonzord, or Megazord.
Gert the core 5 rangers but no sixth
It's just a common trick, I doubt you'll ever see a truly complete set.
