Character design is a science, not an art. What makes sense given the context of
>Who this character is
>What environment they exist in and under what circumstances
Those are the big two of character design. Aesthetic appeal is also paramount, but it needs to be in line with those two big questions. Even if it's a very basic or "Childish" design. Look at Mario, he's a goofy little fella who exists in a goofy little world. His design isn't complicated but it fits given who he is and the context and tone he exists within.
I say this as someone who's been designing characters as a hobby since he was 4 and hasn't stopped doing so for almost 20 years now. It's something I can confidently say I'm actually rather good at.
