Difficulty doesn't matter. The event will 100% trigger sometime during month 2 and 3 if you had a base there when the month started. (Note that the month ordinal starts from 0)

But maybe your base isn't actually in Blackmarch? The actual shapes of the countries and regions on the map are very simple, they don't perfectly follow the visible country borders.
