today i realized goro's plan to infiltrate the phantom thieves mirrors his plan to infiltrate shido's ranks. he waits until the phantom thieves are in trouble before reaching out to them to "save the day". same thing for shido, he approaches him after he's in trouble with a political scandal and offers to "save" him as well (although it's questionable how important goro really was for shido for that scandal).

and:

uses 「助け舟を出す。」which means "sending out a lifeboat (to save someone)" which seems fitting considering shido's ship palace motif.
and him using a romance technique perhaps also makes sense because his mom and by extension himself, got screwed over by a sex work fling with shido. it's kind of fitting he wants to use weird romance techniques to screw others over.
but i'm probably just looking too deeply into this.
