I'm a country fan, so I like What Goes On. Lovely guitar sound on it, and it's fun hearing the Beatles harmonize behind Ringo. Not sure why you don't like I'm Looking Through You. Not a Paul fan? Run For Your Life is fine imo. Not the best song on there, the lyrics are stock, but I think John's vocals are good. I'd say both it and What Goes On are enjoyable filler.
I'm not a fan of Harrison's songs on Rubber Soul. He sounds half asleep as he's singing them, like his heart wasn't in it for those sessions. He might've been nervous; I don't think John, Paul, or George Martin thought he was any good at writing yet. Think For Yourself sounds good (dat organ) but the vocals on the chorus are weak. I think the same applies to the bridge during If I Needed Someone. His voice sounds weak, and Harrison is a much better solo singer than that. The Hollies covered that one and did a much better job imo.
So, really, to answer you, I'd consider:

>What Goes On
>If I Needed Someone
>Run For Your Life
to be filler.
