It fits the narrative for sure, but its more of a general complaint that there isn't enough to do during these faction questlines.
It was mostly fine in Oblivion, but from at least Skyrim (I haven't touched Fallout) it's been as if the devs just want people to finish as soon as possible so you can move onto something else. With Starfield specifically I can't avoid that idea since a chunk of board missions outright can't be accessed until 100%ing a questline (Ryujin/SysDef being the worst examples)
As a comparison, something with the length and depth of Dawnguard feels more like what a faction questline should be like.
