The Dogs of War have taken a massive blow, with so many of their Digimon and Tamers taken out. You have a feeling Liza isn't going to be part of the group anymore. Fortunately for them, they now have the capability to source new Digimon and empower more recruits. They'll climb back up in a while. For now, you've outpaced them, and they can't offer you much more than Squid's expertise.

The City has surely been set back by the loss of their scanner data, countless files, and a high-ranking Champion Digimon. You're not delusional enough to think that this is a permanent blow, but any lapse in their control is good. It spreads them thinner and reduces their ability to respond when you climb The Tower.
