Lots of research was done and just looking at what sells on shelves pointed toward boys not wanting/buying toys of girls

Yeah, they'd sell SOME but no one wants to deal with pegwarmers of shit no one wants to buy, hence avoiding making female figures as much as possible.
There are always exceptions to the rule though, so sometimes a female figure is super popular.

In a lot of cases, a female figure becomes popular years later in the secondary market because collectors are insane who want to just buy shit just to complete their collection. This has happened with figures like this Toad figure, who was one of the biggest shelf warmers that you could buy them for nearly a dollar years after its release. A decade later, after stores probably shredded their remaining stock of Toad, crazy collectors started paying $100+ for it on Ebay, just to complete their ML collection.

Other features that toy companies tend to avoid(ed) thanks to decades of market research: facial hair, bald, black, fat, cripples, and ugly. Obviously, monsters/aliens/etc can look ugly... to a certain degree. And again, there's always exceptions to the rule, like Hulk Hogan.
Toy companies will always take chances though, so these rules aren't that strict. Characters like Stalker (black, facial hair) sold well, but they're generally the last to sell out from a wave.
