Dandadan was supposed to be a sole female main character. It was meant to be an ideal image created by the mangaka. But due to Japan publishing/investing tradition, all societal archetypes need represented. That's why a weak, almost side-character was added- never meaning to out-shine the female lead in the story.

its true though. I do lament the change in anime because masculine main characters used to be the normative not too long ago.
