I believe the term is "gilded cage". You briefly see the same thing in Castle in the Sky. Pazu is imprisoned in a dungeon and forced to eat out of a literal dog bowl while Sheeta is in the top of a tower decorated with nice open windows, paintings, a king-size bed, and even plied with gifts such as fancy dresses, presumably in an attempt to buy her loyalty. Materially an improvement over her old farm and certainly a step above the the ramshackle hut Pazu squats in, but a prison nonetheless.
