The Papacy was extremely limited in its powers due to the Gothic and Lombard invaders, and, even with Frankish "liberation," still lacked authority to exert control out of Italy until the larger portion of the Gregorian Reforms. The Church's power to consecrate Holy War had never been solely in the hands of the Bishop of Rome, and it was a develop of the times and centralization of the Gregorian-alligned churchmen.
The 300 year later persecution of the Templars under Clement V was fully a part of the Babylonian Captivity, as Clement had relocated to Avignon at that point and, while it was part of the Empire, the French troops across the Rhone were at liberty while the princes involved in Great Interregnum had no place to resume the Emperor's place in such disputes
