Realistically, yes.
Hamas isn't a military it's a terrorist organization. If they were a military they would be forced to surrender. Im surprised the U.N. hasn't tried to get boots on the ground in gaza, but if that happened hamas would probably just attack the U.N. aswell. Because... you know... terrorists.
