the way I see it is that it's normal for men to be attracted to pubescent girls, of any age. This is because 99% of human existance has taken place during the paleolithic era when life was nasty, brutish, and short, and life expectancy was like 34 years old. So back then it was normal for men to mate with girls who were fertile as early as possible. Also, research has shown that back in the paleolithic, girls who were in successful hunter-gatherer societies and were getting enough food reached puberty much earlier, around 11-12 years of age, which is what were starting to see again in modern times with high-fat, high protein diets in developed countries.

So, I'd say it's "normal" for men to look at a girl who is 12 years old or whatever and have sexual thoughts, in the same way it's normal for a woman to have hatred and contempt towards a man that she perceives to be weak (shy, skinny, short, beta-male, etc). What's not normal is acting out on those thoughts
