Government jobs are generally not available to foreigners. US Government is elected by US politicians and will rather hire voters rather than foreigners for anything, even if they're hiring for a position based in Germany or something they'll pay an American extra to travel to Germany to work the trip. The only way foreigners can usually work for Uncle Sam is by first joining the military and then obtaining a govt job through military association or US citizenship acquired via military service. Otherwise, they can only work for private employers generally.
