The big fuckup the Russians did in that regard is that they fell for "western pressure" and cancelled deliveries of... something. Some kind of airplanes, I don't remember now. That was back around the year 2000 or so?
And, to be clear, Iran is also to blame because they keep trying to westernize and because of that they refuse to commit to stronger ties to Russia in the hopes of getting a deal with America instead. That's extremely stupid of them and it's been fucking them in the ass for a decade. Even now they are holding onto it.
