I think every single dev team of every single co-op game that I have ever played solved this problem by either sucking it up and having everyone wait till everyone is loaded or let the slower ones drop in later once they fully load up (and I mean HD2 already has this basically when you connect to an ongoing round).
I somehow feel that the problem is not that they used this hack and this loading logic but that their senior dev team is creating and committing to these bad design choices constantly while also only being capable of low-effort shoddy solutions.
From interviews their devs also seem like generic autistic soulless high-and-mighty corpo software engineers who think they know better than anyone. And the ones in the interviews are supposed to be the most presentable ones I presume.
