Not anymore. Things can jump and climb rough surfaces now. You can still make that design work, but it takes more effort than before.

my dorfs kept trying to take a shortcut by climbing across the cliff face under a waterfall, and usually got washed away and drowned. took me a while to figure out wtf was happening
