1. Negotiate a deal with Russia by which Russian migration agents would round up illegal aliens from the USA and ship them to Russia. Whether they get thrown into gulag forced labor or drafted into the Russian Army as cannon fodder afterward is not our concern. SCOTUS has already ruled that we have no obligation to ensure their safety after removal; as such, we can force them into the Russian Army as a means to deter illegal immigration. Russia will gladly help us to remove our problem while simultaneously enjoying the benefits to their own military enterprise. It's a win-win!

Treasury can use its financial intelligence ability to crack down on broader illegal money trafficking associated to illegal human and drug movements across borders, as well as a major role cracking down on remittances. In this way, Treasury can play a crucial role in removing foreign migrants from the USA. Strictly enforcing (tax) rules restricting immigrants in regard to alcohol, tobacco, firearms, and other products under Treasury jurisdiction is also helpful.
3. Interior has many casinos and schools under its jurisdiction who could be employing illegals. It also controls US territories, and cracking down on illegals in US territories could be quite important. After all, if you're willing to relocate to CA for work, why not work in Guam? responsibility for enforcing laws restricting illegal hunting, like what Haitian illegals are doing to cats right now. Oh yeah, and there's a ton of mines under Interior jurisdiction. I wonder how many employ foreigners. I'm sure Interior can issue a lot of geographic and industrial regulations restricting migrant labor.
4. USDA can foreclose on foreign-owned homes bought using USDA mortgage loans and declare foreign labor unsafe.
5. Labor can declare illegal/foreign labor a safety hazard via OSHA citing high risk of transnational criminal activity and national security threats.
6. War can use its intelligence capabilities.
