Having a memeable fail state with a really low chance of occurring is a goal in itself. It drives people to have meltdowns, make memes (attention-bringing content) and heightens the value of all the other options. "I don't care who I get, they're all standard banner trash" becomes "I'm happy as long as it's anything but HER" and most people walk out of it just a slight bit more happier than if Qiqi/Neko were reasonable units.
