But just like Steam bowing to Russian sanctions, Steam is beholden to US law. Thus they are beholden to US payment processors. They bow to censorship in other countries too and region locking.
The issue is a VISA/MASTERCARD Duopoly on payments and imposing restrictions beyond what they are legally required to.
