I don't think summer servants are even that much gameplay.
The only ones that are gameplay are Ibuki and Bakatoria. May be Ciel.

Tha'ts a grand total of three summer servants that are gameplay in 10 fucking years
Not even Kuro that has a crazy support gimmick is that gameplay, I think she is only like tier A or so.

So I wouldn't say summer servants are in general much gameplay
