It is not unnecessary. This is a concept that is poorly represented. If you use "penis out", for example, the penis will come out of a weird hole below the fly. Even "penis through fly", if your model has the e621 dataset, doesn't always work properly. It tends to work with 1) testicles out together with the penis, especially large testicles which don't like to be covered 2) a belt seems to help 3) covered testicles with unbuttoned pants ("open fly"). But if you want something different, then it becomes a problem.
