Not sure if this person is being sincere or not or just lacks a broader understanding of the themes this setting explores. Ultramar is important precisely because it isn't Terra or any other "critical" location in the Imperium. It's important because it is the spiritual home of Humanity, the relocation of the kind of Human experience that represented the culture that created the Men of Gold. Terra is consumed by it's purpose unable to foster any sort of real "Humanity". Malcador waged an entire cold war to make sure that "Humanity" survived in this kind of capacity.

If you absolutely must use real world analogs Terra would be the UK and Ultramar would be America.
