it's not just paying in cash that requires pre-pay anymore; due to credit card skimmers placed at pumps by scammers, gas stations are now doing away with pay-at-the-pump, so that the credit card swipe/slide/tap is inside behind the counter where random criminals can't place skimmers on them (assuming the employees aren't criminals).
