On average, she's pretty dumb. It's offset by the occasional flash of genius - or, metatextually, the occasional gag that requires her to subvert a smarter character. I can think of more 'Pinkie being stupid' episodes than 'Pinkie being smart' episodes (and that's within S1 and S2, for the purists concerned).
