They were YC1 or above before they were Domi Reversi'd.
But yes, the story became much longer than Oda planned from the beginning, and important endgame characters he introduced early just got powercreeped, so he had to buff them to be as strong as he originally intended for them to be. Dorry & Brogy got it better than Crocodile though I'd say.
