they had various "code breaking farms" on the Internet where a bunch of dudes would "listen" to what they thought were "secret communcations" and then "broke the code"
nobody asked why these "secret communications" always use come sort of permutation / substitution or transposition cipher like it's the 30s again and not UHF-onward or atellite or even Internet commujnication wtih encryption like AES that is provably secure
I felt sorry for them, watching them churr away to break the latest Caesar-shifted cipher and thinking they're intercepting secret messages
it seems that "intelligence" is not a ladder that goes only up or down on a single line, but rather has several dimensions
