The alliance with AEW has been good for them, as they have learned to value CMLL and Arena Mexico more and more. That's why the office decisions are made by a group of shitty old men (to whom the Lutteroths delegated the management of CMLL) who also don't want to change anything and who are not up to date with the global wrestling business. These shitty mummies are completely trusted by the Lutteroths, so any change could mean they finally leave the company and lose their jobs. But Salvador Lutteroth, who is the head of CMLL, is a good guy and has been observing the impact that the alliance with AEW and the opening of CMLL to the world has caused, and I'm sure he has taken note because changes are starting to happen.
