because it costs the medkit (kinda) and the effect isn't that strong typically. sometimes they get a fast vault within 5 seconds and then you're fucked but usually it's easy enough to play around that it doesn't matter.
survivors are players too they get to have tools to use. if the tools are reasonably balanced, who cares. it's a bit more reasonable than crying about flashlights but it's in the same genre of really nigga
