Lamps are now "a little bit above 3D; and a little bit 'outside of Eden'"; Lamp upgrade related projects were found on Nod (Liber Falxifer 3).

Study your local Lamps and see if you notice differences from "global upgrades to lamps"; report if you notice anything cool. There's upgrades to "lamps overall" as well as "street lamp-post related upgrades".
