In a nutshell:
You can draw without area restrictions as far as ive seen.
You can draw as small or as big as you want, the only issue is that to prevent the map being filled in nanoseconds theres a limit of how much you can draw, you are given a number of "charges" which is a single pixel per charge and you get 1 new pixel to draw every 30 seconds, but the website works as a game and you have "levels" that helps you draw more.
The more you draw, the more maximum "charges" you get, you also get "droplets" which works as some sort of currency, with that you can unlock colors and even buy more maximum charges.
Those people who make uber drawings are either working together in an "alliance" you can form in the website similar to a party in games, or have been drawing for a while and have lots of charges to work with.
