CERO C/D ecchi content in a school setting gets you banned just as fast as R18 content in a school setting if you aren't a big publisher. Valve has actively been blocking even just suggestive content based on character design and setting for a few years now.

Ecchi titles are somewhat at a higher risk of getting bans since they are push by publishers who often aren't willing to entertain an off-Steam patch (figuring they don't need to since they aren't working with porn) compared to R18 titles which are used to doing patches and just sanitize their Steam build to the point where all fanservice, suggestive dialogue, and R18 content are all removed from the Steam build for a patch, which allows nearly anything to get a release on Steam that is intended to be patched, such as how OniGyu got onto Steam.
