No, I don’t agree with Usopp. The most I can see is some old guy with the same design as him.
Chopper now is entirely different. His humanoid form is tiny and doesn’t use a sword, nor does he smoke, which implies concept Chopper was supposed to be an adult rather than a teenager. Brook was intended to be a fencing musketeer of sone kind, but in any case, the idea that he uses fencing swordfighting and is a royal knight still exists in his final iteration.
