I always come back to Sam Wilson as Captain America around Secret Wars.
Before Secret Wars, Rick Remender had him for a few issues when he was getting used to the job. It wasn't a very long or inspiring arc; Zemo had a Hydra plot to something something Inhuman sterilize the planet. Sam teamed up with Ian Rogers and there was a thing with Misty Knight. Just a run-of-the-mill story that wouldn't be too out of place in any given time period.
Then, after Secret Wars, Nick Spencer is handling the character. Now Sam is on Twitter, he's getting an illegal immigrant sidekick, and it's really not endearing anyone to the character.
Those are pretty much the only two kinds of books a black hero can star in. Bland and inoffensive, or grating and soapboxy. Kinda hard to have a breakout character with either of those options.
