low damage is what keeps it balanced, generally you will get tagged by 2K or snip which are both low reward in a vacuum. faust is also very bad at building meter and it's easy for scarecrow prc to be lesser value if the opponent jumps or backdashes at the wrong time. the pressure on block if they block properly is also mediocre because it's faust. it's not like sol where blocking bandit revolver immediately puts you in a fucked scenario. he needs it for every facet of his character, from mix to conversions to movement.

tldr basically it is acceptable because he is bad and scarecrows on their own are pretty bad moves, in a vacuum it is the best neutral skip in the game
