The state itself can count as the conqueror. It's not neccessarily a race thing as it is a dominance thing. The state is too powerful in its criminal justice dealings, when they can claim years and decades of your life involuntarily for breaking their codices. Involuntarily here means without the option to expatriate. The bug is the system is actually allowed to take your time away from you, to hurt you as a punishment and not merely relocate you for protection of society. Banishment and expatriation must become options for prisoners.
