Light skin has evolved multiple times. The genes for light skin in East Asians are different than those for Europeans(see golden allele). Moreover, 2% Neanderthal genes does not make you modern Neanderthal.
Homo Sapiens are a broad scientific classification. In fact, some people no longer classify Neanderthals as a separate species, but rather a subspecies alongside humans. Similar to Denisovan, Cromagnon, etc.
