I believe fatshart when they say they're not adding marines. They shouldn't anyway, not every 40k story needs to include marines.
A marine would also not fit with the gameplay. Marines are tireless, have aimbots installed in their heads, punch through concrete, and their armor shrugs off most weapons we (and the enemies) have access to in the game. The best you could do is maybe add some scouts, which are lighter armored marines who don't have all of the augmentations yet, but even that's pushing it.
This is true for a lot of things though. Assassinorum agents, SoB, blanks, there are a lot of things that people often ask for that are either too strong to join the rejects or have some lore reason why they wouldn't be here. I think future classes are going to much more grounded, like a sniper and a medic and a mechanic and other such jobs drawn from the imperial guard or PDF.

If you're just comparing their lifting strength, sure. An ogryn can match a marine. But in a fight, that's hardly the only thing that matters, and every marine is also a martial arts master and their equipment costs more than some planet's entire gdp. A marine could kill a dozen ogryns at once in an actual fight, because he would leverage training and agility and equipment.
