Come to think of it, is Videl the confirmation that humans can become insane strong and manipulate through training alone? It might sound incorrect, but we never actually saw the point when Roshi, Yamcha, Ox-King, Chi-Chi, Kuririn, Tao Pai Pai or any of the tournament contestants were perfectly normal people, each of them are introduced doing something that would be considered impossible by normal standards and for all we knew there could have been something unusual for for all we knew. Characters like Goku were revealed to be aliens or something, so they were never "normal". And Gero in the arc before literally enhanced humans to be on that level instead of training them, in fact, we already knew about artificial ways to improve like the magic water or the Namekian Elder pulling out latent potential.

Videl on the other hand was introduced as not being able to do much more than take advantage of physics like in IRL martial arts, it was really just the training for her and no implication of anything else going on. We also know there wasn't anything special about her in the first place because we already knew her father, a buffoon created around the joke that people think he's the strongest in the world because he doesn't exceed real world expectations and insists that anyone who does is faking it.
