Agreed. I'm sure it must be explained somewhere. Let me check the Japanese wikipedia page...

There's no mention of the compressed gas being used as the "hydraulic fluid" for the motive cylinders, nor does it mention the gas being used as fuel for the power generator, but I'd guess those are both true as well...?
