Because they didnt have to, because Germany would be compelled to agree to whatever agreement they put forward.
The real problem wasnt the German ability to resist.
The real problem was that each allied nation had their own ambition and interest. France essentially wanted to annex everything west of the Rhine, something that wasnt blocked by Germany but by Britain and USA.
USA wanted to create a new European order based on demographic identity because it would essentially end imperialism (USA would continue this position and actively work against the colonial powers even after ww2).
Britain wanted to restore a balance of power, which is why they were adament about preserving Germany which went againt the French demand, while also wanting to create states like Czechoslovakia (because it had to be strong enough to defend itself), which went against the US demand since it became a mix of nationalities.
