She's a convict on loan from the prison responsible for keeping her, declared a potential asset due to the unnatural psychic power resulting from her own mental instability
As long as she remains restrained, she's relatively calm and lucid, swinging the weights in her hair around to attack in long broad strokes
Her Burst, on the other hand, has her break out and go into a frenzy, using her abilities to fling things around and generally cause havoc
Will likely redo the hair because I'm not satisfied with it, but the general concept is there, at least
